Raising dogs for fighting is wrong. If the dog raised for fighting never sees a fight, was it wrong to raise that dog to fight? The dogfighting is what's wrong. The people who raise the dogs for fighting need to be bitten by the winning dogs.

I don't think Whoopi was really defending Vick against the charges, so much as pointing out that he does seem to have had an epiphany of sorts.
