CAn't speak from personal experience (have been masturbating since I was a very young child and managed to unlock the secret to orgasm when I was 8!) but a friend of mine does not masturbate.

She's tried to, she has a couple of toys even, but she says she just feels silly and can't get into it. She's also unsure if she's ever had an orgasm with her partner (in my opinion, if you're not sure, then you haven't had one!) and she gets quite annoyed with herself for not being sexually open enough.

Not sure if it's her upbringing, just her as an individual, but while it's been condoned and encouraged for her since, it's still something that just doesn't interest her. Perhaps after one orgasm, she'd be hooked, but it's hard to unblock someone's brain in order to giver her that experience.
