Would you be able to quote some of the article you are referring to? Perhaps the parts that support the following claims:
  • "child rape over in South Africa is so common that no one even does anything about it anymore".
  • "it's considered "common" in South Africa!"
I have not read the article, but speaking as a South African, I disagree somewhat with these assertions. For instance, I am aware of two incidents last year when baby rape was reported. The media went absolutely ballistic once the incidents were made public. It was all over the TV, radio, in magazines, you name it. It certainly is not something that was commonly known, and the massive outcry by a large part of the South African public affirms this.

I'm not sure what steps are being taken to alleviate this problem, but I seriously doubt that no steps are being taken!
